I can’t say I was surprised by this story. When I went to Los Angeles it rained for a couple of days. There were roads closed, and on one journey we were on a freeway and where it dipped under a junction there was a good 40cm of water to get through.
I guess the problems and reasons for lack of capability to deal with rain are similar to our inability to cope with a bit of snow. If it only happens for a couple of days a year, can you justify the capital investment in infrastructure to deal with it?
