Pretty colours - but what is it?

A quick quiz: who knows what this picture is?

    A barcode ?

One made up of the colours of the flags of European nations? I see a lot of red-white-blue (France, UK, Luxembourg, Netherlands), the odd red-yellow-black (Belgium, Germany), and the thin light blue on white would be Greece, right?

    Both right. See here

Although it looks a bit like Richard’s famous scarf it is a proposal for a European flag designed by Rem Koolhaas. Wonderful concept and it even has some sort of official status.
