The leader of Horsham district council is standing down this year and is expected to be replaced by Robert Nye who is currently the deputy leader and, presumably, not the same Robert Nye who wrote some excellent novels about Merlin, Faust and Mrs. Shakespeare.
This story is illustrated on the County Times website with a photo of Mr. Nye standing in front of a swimming pool. A hint that the council may change its mind on free swimming?  Rubbing our noses in it?  Just a coincidence is my guess.
